Search Engines and JavaScript Popups

Good morning everyone:

I have a project, that I'm not sure that I'm even capable of figuring out, so I thought I would start searching user forums and see if any of my fellow IT people would have a place to help me start.

I work for state government. We license and regulate professions such as doctors, dentists, etc. We also publish as a matter of public record reports of decisions for license holders that have been disciplined.

I have a search engine on my web site that allows the public to search for a license holder and bring up an old archived decision or more current ones (from 1998).

However, I need to be able to have a pop-up window launch from any server (google, yahoo, alta vista) so that when a person searches on anyone that they are given proper instructions to use our site (with a link to those instructions within the window) as well as opening up either the PDF or the HTML document.

Have any of you successfully done this? Or...do I have to embed JavaScript on each and every document on my server?
