Scroll Boxes and SEO

I see many sites putting scroll boxes at the bottom of their home page.....and I found one recently with a ton of text links to deeper pages.

Is this bad for SEO?

Would it be better to write some keyword rich copy?

Can you get a penalty for a scroll box?

Where is it overkill? To my knowledge, Google is not penalizing for extensive usage of a scrollboxes. However, there was a 2009 precedent with the biggest russian search engine Yandex, when they ban lots of websites who used such texts in a scrollboxes at once. After that, all russian webmasters community put their hands off such method.
Might be the case that Google does such kind of trick one day. I would not recommend to take a risk therefore.
