RSS Feed Problem

All right I read thread and I even had it open in a second window when I set a rss feed on my forums.I followed the thread but I am having a problem.When I try to test it to see if it works I get this message.

Warning: Unable to fetch RSS Feed in [path]/includes/class_rss_poster.php on line 231

News Unable to open URL or no data returned

Any one know what I did wrong?

I got it working but its just posting a link to the news stories so my question is can it be set up to post the whole story rather then the link?
