Rotate image to specific point on click, with transformation

I am looking for advice on rotating and transforming the images I linked using jQuery.Essentially I would like to be able to click a specific section of the image in the first link and have it rotate clockwise like a wheel and then transform or kinda "slide out" to be like the image in the 2nd link.Thanks in advance for your help.https://beyondpayroll.box.com/rotatehttps://beyondpayroll.box.com/rotation-transform

For image rotating,i usually use another image SDK.But i never tried to transform image.My present image SDK doesn't have the function.Is there any third party program which supports to rotate and transform image?
