When you click into a forum, you can see next to each thread tiny icons, one for attachments and the other for tags. What is this mod?

I also have one other mod request.

You see when you go to WW-Warez.com - The Epiphany of Entertainment how it says Guest Message: Testing, what is the hack to make this show up on all pages for all guests to see whatever I wish?
