It's a mod that when you hit the reputation button it shows hows much points you can give out.

in the admincp u can find an option to show rep power

EDIT: here is where u can find it

AdminCP > vBulletin Options > Thread Display Options (showthread) > Display Reputation Power

check that option
and ull find how many points u can give out in the postbit in every post
