rep mod help

I posted this in the sticky thread but everyone just skipped it. This mod shows the user rep comment and who left the rep on the thread instead of there user cp, like this:

I was speaking to a developer and he wasn't very familiar with vb but he told me it was a skin edit and not a mod.
