redirect old links in search engines to new web pages

Our website has been completely revamped, new framework, new pages with new filenames and i want to make sure that when someone clicks on a link that refers to an old page in a search engine, that they be redirected to the new page How do i go about doing this without getting penalized from search engines and making sure my website functions properly when an old link is clicked upon in a search engine. Google's index for that site was up to around 14,000 pages (some were duplicate URLs for the same content).The only part of the forum I kept was basically the forum posts. The site was PostNuke & PNphpBB2, and now it's just plain straight phpBB2.Most of the non-forum content was shifted over to another domain, and the 301 redirects setup.The old forum URLs are all 301 redirected to the new forum URLs on the same domain. Right now Google's got 11,300 pages indexed on that domain, and I'm not seeing a single one of my old URLs in the first dozen or so pages of results.
