redhat slow, cpu at one percent

I am requesting help to figure out why a server is slow. Redhat EL 5 was installed and I am looking through it to figure out why it is slow. It is running Dual Core Xeon 3Ghz and the harddrive is only 6% full but the system takes 3 min to load a terminal. Any thoughts on what could be the cause? What could be some common items which could cause this?How much RAM does it have? (I've seen some BIOS crap out on 4 or 8GB)Sounds like a load issue, what is the output of "uptime" command?
