I was planning on changing what one of my sites is about, if I do will this have negative effects on my current search rankings, or other side effects?

We can't really say that it will have a negative effect, but there will be slight effect since content is also a factor of a good search engine rankings, unless you will change your content into worse. So let's just assume you are going to improve your content, hence, will also improve your rankings, hopefully.
Would this apply to say... switching from a cooking site to a tech related website? (just an example, not my case
) Switching from cooking to tech related might make you loose all your rankings at first since its indexed with cooking related content. You'll have to give the search engines some time to adjust.
Are you going to leave the cooking content on the site and just start adding tech related stuff? Perhaps submit a sitemap once you got a few tech related content up and start link building for tech related keywords. To try to cut down on the negative effects you should focus on building up backlinks for the tech keywords. At first there would be a slight negative impact on your rankings but once you are indexed and if you have a new and fresh quality content according to your site than you will rank better than your previous rankings. Consider what you have done to achieve your current rank......
