putty problem

hi when i try to use putty to restore my database i get a error:
network error : connection refused.
I tried another way of restoring my data using phpmyadmin i get a error:
Fatal error: Maximum execution time of 300 seconds exceeded

i not really sure how to use putty is it open putty and put the sever ip address after just enter ur cpanel id and pw? or you need to do somethings 1st?
