PUBLIC and SYSTEM identifiers. Haven't quite sussed it yet.

Ok. I thought I'd sussed them and they were just like entity declarations, but you could use 'em for calling in external files and use them as kind of includes, where the contents of the file the identifier pointed to would replace the call to the identifier, but then I noticed in the xhtml DTD's that is seems to have a PUBLIC identifier right at the very start, even before the internal subset. Howcome it's there? I mean it doesn't even appear to be used anywhere or for anythng.
