Problems with alignment of borders

I have attached a ZIP of my site.

I have used CSS to create it because I was having trouble with the way browsers were showing my tables. For the most part it is a god sent and much easier to work with I find.

However, I have been designing web pages for about 2 weeks total and am therefore very new to this.

I have my pages setup in DIV's. It's hiarchy looks like this:




Page:
Banner

NavBar:
SubMenu: Menus expand & contract

Content: Contains an overflow-y:auto;
Main: This is where the content goes
RightMargin: This is where added comments go.



NOTE: The only menu options that are linked are Home & Understand Progessiv Tax (which is in the submenu of Learning Centre).

WELL: My problem is with the Main & RightMargin borders. I have assigned a right border to Main and a left border to RightMargin, this way if either of them are longer than the content DIV the border extends all the way down.

It works beautifully (I think). But, I wanted to add text-align:justify to my Main DIV and when I do... The Index page fine but the Progressive Tax page's Main DIV expands to the right 4px.

I would like to know why this is happening. As well if it can be fixed. If not I can live with alignment of left but I would prefer justified.
