Problem with vBulletin

I uploaded vBulletin to my host in my public_html and then i tried going to my site usually it shows the vBulletin error but mine showed this..

Forbidden
You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

I still don't get it lol.. I use to upload my files without any problem but when i want to access any part of my site i get that msg i have shown above.

Please remove link, always use screenshots , removing any links or descriptions of your forum if nessesary, spys are everywhere ;)
