Problem: connection from PHP to Oracle

I've got a problem connecting to my Oracle DB under PHP4/IIS5.

The logon return an ORA-12638 error:
Warning: _oci_open_server: ORA-12638: Credential retrieval failed in ...

Oracle version - 8.1.7.1.5
Php - 4.0.5

Ander WinNT40 Server all worked correctly.
Ander Win2000 Advanced Server I have the problem.

Php is working correctly.
Oracle (and Net8) is working too.

I saw discussion about this mistake in the forum but I didnot see a solution.

Can anybody help me?
