in the .htaccess file, configure along with the custom 404 and other call number pages a 200 page. <which equals an ok page> set a small flash movie to display in the 200.html pre-load page while the actual page is loading in the background. the page that finally displays after the load has NO flash componets or code anywhere or anyway related to flash! when the display of the movie is over and the actual page (that has been pre-loaded) is complete, it shows the appropriate url.
