can really think right now...
I'm wanting to see how I can post a notice on the top of the forums?
I want this notice on my boards

at vbimageworks they have this
15 posts will allow you access to our modifications area and allow you to create new threads and request alterations of the variety of image packs found here. Members are encouraged to become part of the community which will also benefit our other users who may also benefit from your expertise, informative & helpfull posts.

Note!! Anyone thinking of spamming and/or posting senseless threads to make up their 15 post count will be permantely banned we have a zero tolerance spamming policy here, you've been warned. Enjoy the forums.
