I've highlighted the <if> and </if> for the condition: $show['avatar']
This means everything in red will only run if the user is displaying an avatar. Notice this includes pretty much the entire userbit, including post count, joined date, messenger icons, infractions etc.
You need to move the bottom <if> up the template so the stuff you want shows whether or not the user has an avatar. ie:
