Lolz. Do you know that vBulletin is written in PHP and MySQL? HTML is not scripting language. It cannot be connected with MySQL.

That's vBSEO. That's not the real link, only a SEO version. That is possible with the Apache mod_rewrite.

asafpc is right - there is an all-html version available to anyone with a license. Probably not as popular or well-known because most mods are created for the php version.
