Please help on this error

when i insert image by click the insert buttom it shows the image but after the posting the image was not shown on the thread or post please help on this and also help on this also.

That i want to banned a particular ip address that the user can not user that ip address for posting. how can i do that.

Make a new user group that does not allow posting and put those user into that group.
