In Vbulletin defult style in the misc folder there is a unknown.gif image was present and when the defult skin was shose at that time those user was not upload the avatar the unknown.gif image was show but when another skin changed at that time the unknown.gif image was not showing even i was upload that to /image/skin name/misc/unknown.gif but it was not showing.

The default skin is coded to use the unknown.gif, but the skin you are using is obviously not coded that way. You can either find a mod that has the necessary code to insert into the postbit to use a default avatar or you can copy the code from the default skin postbit and copy that code into your current skin's postbit.
