Keygen works on all os, you just need to make sure all files/dirs are writable.

Well, I dont think you need to chmod files on windows.
Error you posted means that you have corrupt keygen.php file, try replacing it once and if it does not work re-download that release.

I am facing the exact same proplem and I did what you suggested, but to no avail. I also, tried to run another vertion of vB and the very same error appeared when I typed in firefox "http://localhost/forums/keygen.php".
I'd be very grateful if you helped me. Thank you in advance.
