Placing Title Tags inside the HREF tag

I recently read this article at WebProWorld http://www.webproworld.com/viewtopic.php?t=19273and a guy had this to say:"A senior Google engineer told me the other day that placing title tags inside the href tag will improve optimization. I am slowly integrating and it is helping a little with terms that were floating on second pages moving them up slightly."Has anyone tried this? Does Google look down upon this? Will this help your results?the title attribute just gives you a little "tool tip" on hover. It increases you rankings because it will increase the keyword density. I don't use it all over my sites, only on the key links throughout the site. The ones where a little bit helps.The title tag is the equivalent of the alt tag for images. It is only visible through some browsers.I've been using title on some of my HREF tags. I think it works well.
