PHP for an OpenStreetMap Application

I'm doing a project using OpenStreetMap and OpenLayers. Currently, my task is to insert the data from the OSM file that I have to a PostgreSQL. When I checked out Osmosis (the tool for transferring data from the OSM file to the database), it says there that, in one example, "Import a planet file into a local PostgreSQL rails port database.". Does it mean that I have to use Ruby on Rails for my project? I don't know Rails and learning it will take too much of my time. Can I jsut use PHP to access the database? Please help me. Thanks a lot!
