We have a RH6.2 running a webserver with PHP connecting to remote Oracle8 running on NT. The RH6.2 machine has both secure (SSL based) and non-secure (port 80) running from the same machine. Offlate we have been experiencin a problem with connection, it say oci_open_server only from the non-secure. But when I connect using SQL/PLUS everything is fine. So I pretty sure this is not an Oracle issue.
