notices issues

Im trying to get a notice to show on my forum i went to admincp>Notices>Add New Notice

Made a notices and i see the notice i made in the manger but for some reason it dont appear on my forum side. .. why is that?

untick all options except the first one "user belong to usergroup"

unchecked and still dont see the notice

You are admin so you won't, create a test user for yourself and check it.

oh i see but its not showing on the main page it see the notices when i click on a thread but not on the index page
