non english character limit in thread title

I got limitation for non-eng character in thread title. I can type aleast 30 character and if over the limit , it shown Ɵ sign or other window sign.
I already changed title maximum limit to 250 in admin panel. I don't know what's wrong with it ?

Pls help me any expert in this forum
