Non Common Meta Tag and SEO

I have a question, is this kind of non common meta tag will penalty by search engine?

One of my client inserted the following code, the result is Bing and Yahoo hardly indexing it, only Google work well for indexing.
HTML Code: <meta name="copyright" content="Copyright 2004-2011 iPayDNA.biz"><meta name="Charset" content="ISO-8859-1"><meta name="Distribution" content="Global"><meta name="Rating" content="General"><meta name="Robots" content="INDEX,FOLLOW"><meta name="Revisit-after" content="1 Day"> The only one you really need out of those is the character set meta tag as it defines for the browser what character encoding the page(s) use.

Pages are indexed and followed by default.

Quote: The revisit-after META Tag is not supported by any major search engines, it never was supported and probably never will be. It was developed for, and supported by, Vancouver Webpages and their local search engine searchBC.
Metadata Elements - Revisit-After META Tag

The Meta Rating Tag - no influence SE wise

Quote: The Distribution Meta Tag is not a commonly used tag because most web page authors intend for their distribution to be set to everyone or for Global distribution. Nearly all webmasters can skip this tag unless you want to restrict the viewer size, in which most cases, using the Robots META tag is a better idea.

Quote: Although not many search engines look specifically for the Copyright META tag, it clearly specifies the terms of ownership or licensing arrangements directly in the headers of your webpage. Generally, search engines do not read and/or store this information. Copyright META Tag Thank you very much.
