newbie question, form submit manipulation

I have a couple simple questions. I'm making a webpage with several radio buttons. Is it possible for the submit button not to automatically use outlook? like HotorNot.com where the radio buttons are onclick and you don't have to bother with the email stuff?<!--content-->It relies on JavaScript. Without JavaScript enabled, the site simply does not work.<!--content-->
