Is this forum about .net OS or .net programming ? Can anybody enlight me about .NET programming ?

This is asp.net.....There is no such thing as a .net os... .net runs mainly on windows but can also run on linux, mac, or unix, with the mono project by novell.
This forum is geared mostly for asp.net but questions about executable .net programming that interacts with the internet (for example, an exe coded in c# that runs on a webserver) can also be answered here by some of the members here.
