Need these 2 hacks please

i need these 2 hacks for vbulletin 3.7

1. When you have a new pm a popup comes up

2. Force users to read the forum rules (and the mod needs to make the page for the rules)

if you can find these that would be great

i need a mod that seperates stickied/closed threads from regular threads
