Need Help Designing a Skin

So im new to designing and ripping skins so im looking to create a new skin i can realise around the forum ( build a reputation ) so if anyone with experience good give me some tips and hints on making a skin,

Basicly i need help with the XML.
 
The XML, or the CSS? And are we talking about specifically making a skin, or do you just wanna learn to rip one?
