Hi..I am a newbie for domain. I have some unclear problem and may be you all can help me

1.If I buy a new domain which already have a PR and I plan to make a blogging site with my new domain, how is the process ? I never had a domain before , usually I blog at blogspot.
2. If I had done with domain and I make a few blogs , can the PR of the domain which I already buy it would be down ?
3. What is BIN ?
