mouseover function

ok i can do mouse overs but how can you get the mouse over to do two things at once on the mouse over part...

you have a blue button and i lights up bright blue when you come over it with the mouse and then while you on the blue button in the middle of the web site it displays text directing you to where that button leads too..

just curious on how you do this cause its really neat
