Mod to REALLY modify a users permissions

I saw that I haven't posted anything, so I said why not ask about something.

Something I would like, is to control my user, administrators, moderators, etc.
Is there anything that will REALLLLLLLY modify what people can access?

Access Masks, but more in depth.

Anything anyone would recommend that does the same thing, but works differently?

Also, If I posted in the wrong section, someone can move it.
