I saw this mod, it send pm, no email
this hack does
* send a pm to the threadstarter upon moderation actions
* The pm content can be predefined in the admincp to include the moderator name who performed the action
No such mod created.
This would be useless for MANY reasons.
1. Users do NOT want to open another window to view content from another site. People are lazy.
2. Users often times don't list their normal or active email. Emailing them the moderation rules would simply mean they MAY look at it weeks later.
3. The PM system does everything the email systems do except it keeps it in house. Much more reliable.
4. Users can choose to receive emails when they are PM'ed. 90% of the time they turn it off because it is annoying. This means they do NOT want emails from your site.
I wouldn't expect to see a mod like this any time soon (I took about 20 minutes to look for this but had no luck).

ok, i installed this mod, but this don't work in vBulletin 3.7.x.

I am using this modification on my board which is 3.7.3. I receive no such error. You may want to uninstall then reinstall.
