Member geting an error when going into ucp

One of my members ia getting this error when trying to access the ucp.

Your submission could not be processed because a security token was missing or mismatched.

If this occurred unexpectedly, please inform the administrator and describe the action you performed before you received this error.

I have no idea how this is happening. I ghad him clear his cookies and everything. I'm using the "satellite theme" I also had him try it on the default vb 3.7.0 gold theme and he still was having the problem. I as an admin don't have this problem. He can access other parts of the forum, he don't get the error. I have did everything I know of, so please help me, thanx for you time and help.
 
I thought you were having the security token problem, sorry about the confusion. BUT I get the EXACT same problem as you described right here on this site. Often I will be browsing a topic here and get that message even though I am logged in and ought to have access to the material. Not sure what causes it but if they solve the problem here maybe it will help your situation.
