Manage News and PDF's

Hi Guys, I have just designed a website for a local council which I am happy with so far, however I would like to add the ability for them to update news articles and add images to this news. I would also like to have a section for minutes and agendas which would allow them to upload PDF's, these pdf's would show on their homepage and agendas page and also archive when they become out of date.<br /><br />Im not sure where to start looking so some pointers in the right direction or what I should be looking at would be muchly appreciated<br /><br />Thanks for your time!<!--content-->
