Make New Links on Navbar on 3.8.0

Long story short, I had been running 3.6.8 till yesterday. I'm up to 3.8.0 waiting for 3.8.1 null. Running the 3.8 version of blackteal theme. One 3.6.8 I was also using blackteal so I was hoping to be familiar with it. When I go into the style "navbar" as usual and insert the code I believe is correct (see below) I see nothing. I've put it in multiple places to try and find whats wrong but with no joy.

Chances are something in 3.8 changed the way themes/styles work but I don't know so I figured I'd as here.

Normally if the links are not in navbar template they are in the header template so have a look there.
 
I went and checked out the head template but that only has the info for the very top links.

So note that the very top center has links for FAQ, user CP, Register and so on.

Then the navbar is a bit lower under the whole logo/stats bar.

I managed to change a link by modifiying the user_cp phrase. Now I made another phrase for other links but when I insert the code to refer to the phrase I get nothing. :S It's confusing but I'm still open to help. If you need screenshots and such I can supply them.
