Links, PR and Dropped Domains

As much as i am an experienced editor for DMOZ and also a Mod in here, i still have a lot to learn about general seo and stuff.

Ive been buying a few links here and there for my Heartworm Site and i check the url being offered, through seoquake in Firefox. I need some info or confirmation on the results:
  • Suggested site is PR4, yet shows only a handful of links in Yahoo link box.
  • Cache states "no match"
  • Whois shows 4 registars in 2 years
So when i see these sorts of things is it indicating its a dropped domain? If it i, then obviously its pr may well drop and also traffic may be nothing and as such, cant assist my linkbuilding, seo and may be a waste of money.

Any thoughts or advice for me? Am i correct? The reason im so unsure is that probably 50% of the sites offered have some or all of these things

Thanks. In my own humble opinion there are risk in buying links especially because some links might not be not related to your niche or not relevant to your site. Anyway, let me just clarify, what site are you refering to? In order for you to get PR, then you must be a bit patient in implementing link building strategies. SEO process itself requires a lot of time and effort. I suppsoe im asking how to identify if a url is displaying a true and valid PR and are the points ive noticed and mentioned, are an indication it may be false, may be a dropped domain opened back up etc.
