Just because your pr is 0 now, doesn't mean it will be 0 forever. Not to mention that fact that a google backlink can show up from a pr page of 0 if the theme is matched. Then there is the REAL reason to get another link---traffic. Apparently he was lucky enough to get a decent google ranking so now he thinks he is an SEO expert. Pay no attention to the small minded. Eventually he will be G slapped out of the top rankings and will need to re-evaluate his thinking. The only thing to consider in a link exchange is will it give me traffic, it is a good site and is it somehow related to mine.
