Layout solution?

I co-run the website <!-- m --><a class="postlink" href="http://therandompeople.8m.com">http://therandompeople.8m.com</a><!-- m --> and <br />
we began by using frames and we then moved onto shared borders. Shared borders are partically annoying.<br />

What we are after is a system, so say when we update the top bar it updates the top bar on every page (much like frames and shared borders do) What do most sites use to overcome this problem? <br />

Most sites surely dont use shared borders as they get in the way and are somewhat messy.<!--content-->most people use SSI or a server side language like php or asp to include it from a different file<!--content-->yeh well i dont know much about servers or databases, how hard is it to learn how to use them?
