I don't see a permission setting for this. The only person who has access to this feature is an administrator.

However, I don't see why you would only give them this & not the rest. If they delete your languages, your forum will be empty. This is just as bad as them making forum changes.

Your better off downloading a language pack instead.
 
On some boards ive seen another box at the bottom like the stye change box.

You can change it to your preferred language.

I presume your language pack includes this option.

Correct. When uploading multiple languages, this dropdown becomes available. He will need to locate his language pack for this though =)
 
no i thoud some user can be set persmision only to edit the language phases not to delete
