Keyword Tool Inaccurate?

There is a keyword phrase I am looking at - 3 words. When I view it on the Google Keyword Tool on the Broad setting, it shows 12,000. When I change it to the "Exact" setting, there is no change - it still shows 12,000. I found this to be odd and it raised a red flag with me. I double checked this keyword on the SEOBook keyword tool and not that many people type in this keyword phrase. Could it be that Google showing 12,000 is inaccurate? Anyone else run into this sort of thing with other keywords? The keyword tool is not always exact. I have found that very similar terms they group together and give the exact same search volume. Also the number 12k is typical you notice how they round off a more exact number would be 12,412. You can try it seperatly "seo services" and "seo company" it will shoe you results. It only shows the results which have enough monthly search volume. WordTracker and Keyword Discovery are general Keyword Tools. In my own experiences, some paid tools like keyword elite would usually generate more accurate results. For reference purpose, Google keyword tool would be OK enough, IMO.

Thanks, In my opinion not a single tool is accurate enough. You will have to use a combination of tools if you want to get the best results.
