2) Want to create own keywords then first create on the English and convert it through Google translate. Then for confirmation search it on the Google search engine. You can use semrush,there is german database,and you can pick up some valuable keywords from it. you can use German search engines for key word research. like Acoon and Altavista. It is the best and you can change the language to the one you want.
Make sure to use Pharse Keyword rather than Broad Keyword.

i do agree with other that google adword is good but you have also good option like...
google insight which shows by not only country wise but also can helpful for which city you can target.. in particular country.
