just migrated my forums from one server to another

i changed servers/hosting .. and had everything migrated to the new one (with a new domian name as well)..i can log into the forums...but cant log into the cpanel (admincp) ,,,no errors..just asks for my password over and over ,,says redirection to the cpanel (admincp) ..but comes back to cpanel (admincp) log in lol does this have something to do with the cookies?

Upload the tools.php file (found in "donot upload" folder)
browser to it and reset cookies, remember to delete after ;)
 
cant seem to get it working.. i upload tools.php and init.php in the admincp
went to mysite.com/forums/admincp/tools.php and i get page cannot be displayed

what am i missing?
