Promoting a website is always good but in a natural way but not through using black hat SEO methods like spamming or linking your site everywhere link in link farms or FFA pages etc.There is difference between penalised and banned sites. If a site banned from google it does not appear in search results and you can not find it in google index after it has been banned. In case of penalised site may be sites ranking dropped a lot or Its PR dropped a lot.........If you look at a site with too much optimisation, it won't look natural. Google recognises balance, too much and you will be penalised, too little and you won't be noticed. It needs to look natural. take a look at this site.
