If I comment on someone's blog and She comment back on my site, is this consider as reciprocal linking? That would be reciprocal posting. If you both insert links into your comments then it is accidental reciprocal linking, assuming the post itself was the primary intent.
Reciprocal linking is where 2 webmasters agree to exchange links on their websites. Also reciprocal linking should be a dofollow links, verify that your mate has a dofollow link to your site (if in his site, you commented and putted your URL) If your site get dofollow then its a reciprocal link, as she already posted comment on your blog and get backlink from your site.

If both of you have given links while commenting, then Google will consider this as reciprocal linking.
