In my own eyes, PR does not matter but traffic matters. Without trafffic, your site is totally useless. Focus on making your site SEO friendly and work on the traffic part. PR will come evenutally but don't worry about PR. PR is often considered as credible and people think that good PR means website is credible. IMHO PR determines the reputation of the site.. Although it's important, I think what's important is the traffic you get.. Doing that is not easy and this is always a challenge for SEO expert. There is a lot of debate on that very subject! If you are speaking of toolbar ranking, it isn't a huge concern for SEO as it is different than Google's internals and you won't really know what that is either.
So, bottom line in my opinion, keep writing using good satandard SEO practices and your pages will show well in a search no matter what the page rank happens to be on a toolbar. My blog comes in on the first page, often in position #1, for very specific terms and I am happy with that for the blog. Now, I am working on a new site and will apply the SEO lessons I learned to it and will see where I get to for that one. I think PR isnt much important nowadays, because its only rank that Google gave to you, websites can have lower PR and get higher traffic than theirs competition with high PR offcourse its important when you sell your site links For sure not that important that people think it does. The problem with PR is that it is the only factor that people can actually see in a exact number. The other 200 factors you can't just see and say my keyword density is 5 out of 10, or my load time is 7 out of 10. So because people see the PR, it becomes their goal, and measurement for success.
