By the way I have some health blog which has inner PR but on December 31 update the homepage has PR but after today when i see it I cannot see the PR anymore except for the inner page PR and when I search it in google its located in the second spot..Is my blog penalized? If your blog had been penalized then it wouldn't be in the serps at all.
Focus more on quality content and less on PR and you will be fine. I dont think your blog is penalized by google, the first sign of getting penalized is not showing up in SERP. About your PR, your backlinks must have been affected so your PR dropped. If you can't see any index page for yur site, then it was penalized by google. you blog cant be penalized one...as you are seeing it in google result..even if its a inner link..!! Its nothing but so called google dance..dont worry let it dance and get tired .you just keep your concentration on good link building !!
